Why It Is Better to Prepare Documents Early

However, being physically outside the country of issuance does not always mean you must fly back.
Depending on the country and document, authorised representatives, online platforms, digital attestation services or approved service providers may be available.

Country-by-Country: Where the Process Differs

India
India-issued documents generally need authentication by the appropriate Indian authorities and the Ministry of External Affairs (MEA) before UAE attestation.
The UAE Embassy in New Delhi currently offers a Digital Attestation Service for eligible India-issued documents. One application can cover both the UAE Embassy in New Delhi and UAE MoFA attestation. MoFA states that most requests through this service are completed within approximately 2–3 business days once the requirements are met.
Pre-MEA requirements may differ depending on the document type, so applicants should not assume that every Indian document follows exactly the same preliminary route.
Pakistan
For Pakistani higher-education qualifications, degree attestation is handled by the Higher Education Commission (HEC).
HEC currently operates a fully online and paperless Degree Attestation System. Applications are submitted online, reviewed by HEC, verified with the relevant university or higher-education institution, and followed by the issuance of an e-Attestation Certificate.

Philippines

Importantly, the UAE Embassy in Manila currently states that documents submitted for UAE authentication must bear the DFA Apostille before the Embassy processes them. In this context, the DFA Apostille forms part of the Philippine-side authentication process; it does not mean that an apostille alone is sufficient for official use in the UAE.
Russia
Russia is a Contracting Party to the Hague Apostille Convention. However, because the UAE is not a Contracting Party, a Russian apostille alone does not replace the UAE authentication and attestation requirements applicable to documents intended for official use in the UAE.
Applicants should confirm the current route with the relevant Russian authorities and UAE mission.
United States
For personal and educational documents processed through the UAE Embassy in Washington, the Embassy currently requires the documents to be authenticated by the U.S. Department of State Authentication Office before they are submitted through the Embassy’s designated VFS channel.

Nigeria
For Nigeria-issued documents, requirements vary by document type.
The UAE Embassy in Abuja states that educational documents must first be attested by the Nigerian Ministry of Education and then the Nigerian Ministry of Foreign Affairs. Other documents may follow different preliminary routes before Nigerian Foreign Affairs authentication.
Applicants then proceed through the applicable UAE MoFA and embassy service channel. The Embassy also currently offers digital attestation for eligible Nigeria-issued documents.
What Types of Documents May Require Attestation?
MoFA provides attestation services for a broad range of personal, educational and commercial documents.
Common examples include:
Educational documents: degree certificates, diplomas, academic transcripts and school certificates.
Personal documents: birth certificates, marriage certificates, death certificates, police or good-conduct certificates and certain court documents.
Employment-related documents: employment contracts, employment offers and other supporting certificates.
Commercial documents: company documents, commercial powers of attorney, agreements and other business records.
Whether a particular document actually needs attestation depends on what the receiving UAE authority, employer, school, licensing body, court or other organisation requires.
Common real-world examples include a degree needed for employment or professional licensing, a marriage certificate used for family sponsorship, or a birth certificate required for a child’s sponsorship or school enrolment.
UAE MoFA Processing Times
MoFA currently publishes the following service times for its own attestation stage:

UAE MoFA Attestation Fees

- Commercial documents: AED 2,000
- Commercial invoices: fees are based on the invoice amount and the applicable fee scale

Remember that the MoFA fee is only one part of the total cost.
Depending on the case, there may also be charges for issuing-country verification, the foreign ministry, UAE mission services, courier delivery and certified translation.

UAE-Issued Documents Used Abroad
The process also works in the opposite direction, but the exact requirements depend on the destination country.
A UAE-issued document may first require UAE MoFA attestation and then whatever legalisation or authentication the destination country requires.
Because the UAE is not a Contracting Party to the Apostille Convention, it does not issue Hague Apostilles.
If an overseas organisation asks for “an apostille from the UAE”, confirm its actual legalisation requirements with the receiving authority or the relevant embassy or consulate rather than assuming that one standard process applies everywhere.

One of the most common mistakes is assuming that an apostille alone replaces UAE attestation. It does not. Another is waiting until a document is urgently needed before checking the country-of-issuance requirements.
